The so-called informatization lies not only in the existence but also in the communication. In this regard, the thinking and measures of the current government have always aimed at the new wave of the global scientific and technological revolution and the new concept of government governance. Objectively speaking, China's informatization has been quite basic. A notable sign is that various departments have established numerous information systems of various types. However, this is exactly the obstacle of further informationization. There is a lack of connection and communication between these systems, and they are often “separate from each other”, forming “islands of information”.

Behind the island of government information, there are not only calculations of departmental interests and power grabbing, but also unwillingness and procrastination. In fact, another issue that has been repeatedly mentioned by the Prime Minister and people have complained more than ever-"exotic proof" is directly related to the island of information. Because departmental information is not shared, basic information such as citizens' household registration, employment, fertility, and marriage are fragmented. This has led to some obviously unreasonable proofs. Because different departments have difficulty grasping relevant information, they still need to pass paper proofs to verify the truth of the facts. In this way, the masses can only "run out of legs" and "cold heart" between scattered departments.
"Isolated islands" isolate not only the information itself, but also to some extent alienate government services and the primary object of such services-the people. Simplifying administration and delegating power is first and foremost for the well-being of the people. The advancement of informatization should also first be reflected in the convenience of the masses in informationization. National informatization must first break the "island" of government information. The priorities set by the Prime Minister at the executive meeting for the "13th Five-Year Plan" national informatization plan are quite accurate.
